I believe you have seen this at least once until now, mostly when you restored a database backup from a test or production server back in development or another machine: Object Server 01: Fatal SQL condition during login. Error message: "The internal time zone version number stored in the database is higher than the version supported by the kernel (4/2). Use a newer Microsoft Dynamics AX kernel."
So, as the message clearly states, you got yourself a backup exported from a server which has received a newer components update (hotfix for client, AOS, etc). All you have to do is just apply the same hotfix on your instance (I would say do not change manually the settings in any table in the model database, not sure if you won't end up with other issues).
